Another Five in Colleton County

Let's talk about the five thugs arrested in Colleton County for engaging in a gang related shootout. Normally not a big deal because they are killing each other. This time they killed an innocent mother who was sitting in her car.

First up is Brandon Allen Bowman, a known and convicted drug dealer.




Bowman was charged with Murder, Possession of a Weapon During a Violent Crime and Arson. No bond information is available in the Colleton database.




Bowman has an arrest record in Colleton and Dorchester counties dating back to 2003.

2003 Charges:

2nd Degree Lynching - Dismissed at preliminary hearing.

Possession of Crack - Pled guilty before Judge Perry M. Buckner in May of 2003. Sentenced under the YOA to five years, suspended on one year of probation.

Distribution of Crack Near a School - Dismissed by the 14th Circuit Solicitor.






The Dorchester county charge was Distribution of Marijuana Near a School. The 1st Circuit Solicitor allowed him to plead guilty to the lesser charge of PWID Marijuana 1st Offense in April of 2004 before Judge Dian Goodstein. The judge apparently failed to see the sentence of probation from Judge Buckner the year before and sentenced Bowman to five years, suspended in favor of shock incarceration. It looks like that kept him out of trouble, huh?




In 2008 Bowman was charged with 1st Degree Sexual Exploitation of a Minor. The charge was dismissed in 2009 by the 14th Circuit Solicitor.




Next up is Carl Crandell Scriven. He was hit with the same three charges of murder, possession of a weapon and arson.




In 2003 Scriven was charged with 2nd Degree Criminal Sexual Conduct with a Minor Between the ages of 11 - 14. The 14th Circuit Solicitor allowed him to plead guilty to the lesser charge of Assault & Battery of a High & Aggravated Nature. This allowed Scriven to stay off the sex offender list. Judge Perry Buckner sentenced Scriven under the YOA to six years, to run concurrent with some juvenile cases Scriven had pending.





In 2008 Scriven was charged with Unlawful Carrying of a Pistol. He pled guilty and Judge Thomas Cooper sentenced him to one year, suspended in favor of one year of probation.





The next gang member/murderer is Deon Jermaine Hampton.




In 2002 and 2003 Hampton was charged with three counts of Armed Robbery, Failure to Stop for Blue Lights and Assault & Battery With Intent to Kill. He pled guilty to everything and the 14th Circuit Solicitor dropped the ABWIK down to an ABHAN. Judge Perry Buckner sentenced him to ten years on each armed robbery, three years on the failure to stop and ten years on the ABHAN. All concurrent, of course.






Hampton went back to his criminal activities immediately upon being released from prison. At the time of his arrest Hampton was out of jail on bond. He had been charged in 2012 with PWID Marijuana ($50,000 bond), Possession of a Sawed-Off Shotgun ($30,000 bond) and Distribution of Crack ($15,000 bond).









Jason Charles Wilson was also charged with Murder.




He was also out on bond on charges from November 2012 when he was arrested with Deon Hampton. Wilson was charged with PWID Marijuana and Possession of a Sawed-Off Shotgun. He was given a $15,000 bond on each charge.





Reginald Shontez Fryar looks like he was crying in his mugshot. Probably had something to do with the fact he is charged with four counts of Murder/Attempted Murder. We don't know what he is so upset about. Judge Perry Buckner seems to like him, as you will discover below.




In 2006 Fryar was charged with Unlawful Carrying of a Pistol. He pled guilt in July of 2007 and Judge Buckner sentenced him to one year, suspended in favor of 18 months probation.




In 2008 Fryar was charged with Failure to Stop for Blue Lights and Unlawful Carrying of a Pistol. The 14th Circuit Solicitor dismissed the pistol charge. In January of 2011 Judge Buckner sentenced Fryar to three years, suspended in favor of two years probation, HOWEVER, that probation would be suspended after 180 days if Fryar didn't get arrested again.





Fryar was charged in 2009 with 1st Offense Possession of Crack and Violation of probation. These charges were dismissed by the 14th Circuit in exchange for Fryar's guilty plea to the charge above.





In 2010 Fryar was charged with Robbery After Entry Upon a Train. Interesting. The 14th Circuit Solicitor dismissed the charge.




Fryar was charged in 2012 with:

Purchase of Crack Near a School - dismissed by the 14th Circuit Solicitor.
1st Offense Possession of Hash - Pled guilty in July of 2012. Judge Buckner sentenced him to five years, suspended in favor of three years of probation.

Possession of a Stolen Pistol - dismissed by the 14th Circuit Solicitor.







Well, at least someone decided to violate his multiple probations after those four murder charges were lodge against him.




So, who is contributing to the crime problems in Colleton County, aside from the thugs who are running wild? We would point you to the 14th Circuit Solicitor in general. We would also suggest the citizens of Colleton County might want to contact their representatives and have someone investigate the connection between Judge Buckner and Reginal Fryar. After, all, what are we to assume when we see the continued ridiculous sentences Fryar was given by Judge Buckner over the past seven years? Are they related? Is someone giving up the booty? Or cash? Inquiring minds want to know.
